Norwegian Strawberry Tapioca Dessert

Steps
Cook tapioca and water on very low heat until thick and clear.
Add jello and sugar and stir until dissolved.
Add frozen berries.
Chill in refrigerator.
When mixture is cool and thick , add whipped cream , if desired.
